The Ministry of the Interior and the Dirección General de Tráfico (DGT) have activated the new National Vehicle Register for Personal Mobility Vehicles (VMPs), including electric scooters. Failure to comply with these requirements is now punishable by administrative sanctions:
Not having valid insurance can result in fines generally ranging from approximately €250 to €800.
Not being registered can itself trigger fines (typically between €202 and €610).
Riding without both registration and compliant insurance could expose the owner to multiple fines simultaneously.

The new mandatory civil liability insurance must meet legally defined minimum coverage limits under Law 5/2025:
€6,450,000 minimum per claim for personal injury (regardless of number of victims).
€1,300,000 minimum per claim for property damage.
If a policy does not meet these minimum requirements, it will be considered insufficient under the law and may still leave the rider subject to sanctions.
