The Ministry of the Interior and the Dirección General de Tráfico (DGT) have activated the new National Vehicle Register for Personal Mobility Vehicles (VMPs), including electric scooters. 📄 Minimum Insurance Requirements
The new mandatory civil liability insurance must meet legally defined minimum coverage limits under Law 5/2025:

  • €6,450,000 minimum per claim for personal injury (regardless of number of victims).

  • €1,300,000 minimum per claim for property damage.

If a policy does not meet these minimum requirements, it will be considered insufficient under the law and may still leave the rider subject to sanctions.
